Every Farmer in Andhra Pradesh to Get Error-Free Pattadar Passbook by 2027: CM Naidu
Achanta (Andhra Pradesh), June 8 (TNT): Andhra Pradesh Chief Minister N. Chandrababu Naidu on Monday said the state government will complete the process of correcting and updating land records by 2027, ensuring that every farmer receives an error-free Pattadar Passbook.
Addressing a public meeting after distributing Pattadar Passbooks under the ‘Mee Bhoomi–Mee Hakku’ programme at Siddhantam village in West Godavari district, Naidu alleged that the previous government had created widespread confusion in land records and ownership matters, even in agriculturally prosperous regions.
He said the coalition government repealed the Land Titling Act after coming to power and protected citizens’ property rights.
The Chief Minister said the newly introduced Rajamudra Pattadar Passbooks are equipped with advanced security features, including QR codes, to prevent tampering and enhance transparency in land ownership records.
Naidu announced that Andhra Pradesh has become the first state in the country to implement a blockchain-based land records management system.
“Every land parcel will be assigned a permanent blockchain ID, making manipulation of records virtually impossible,” he said.
According to the Chief Minister, resurvey work has already been completed in 6,688 villages and Pattadar Passbooks have been distributed to 26.46 lakh beneficiaries.
He said surveys in another 10,357 villages would be completed within the next nine months, while an additional 67.32 lakh Pattadar Passbooks would be issued across the state.
“By 2027, every farmer in Andhra Pradesh will possess an error-free Pattadar Passbook,” Naidu said.
Highlighting reforms under Resurvey 2.0, he said the government has completed Final Record of Rights in 1,836 villages and introduced 100 per cent auto-mutation for nearly nine lakh transactions, including sale deeds, gifts and property divisions.
The government has also digitised legacy records such as 1B, Adangal, DKT, Inam and Ceiling records, while mutation application and tracking services have been enabled through WhatsApp, he added.
Naidu further announced that around 1.37 lakh acres of Village Service Inam lands have been exempted from restrictions under Section 22A and that several long-pending land disputes, including those in Shettipalli village of Tirupati district, had been resolved.
Reaffirming support for the aquaculture sector, the Chief Minister said electricity is being supplied to aqua ponds in designated aqua zones at ₹1.50 per unit.
He said the state government has urged the Centre to reduce import duties on soybean meal to lower feed costs for aqua farmers and is actively promoting food processing and value-addition industries, particularly in the Godavari districts.
Naidu also said opportunities are being explored to convert aquaculture waste into nutraceutical products, generating economic value while reducing environmental pollution.
Reviewing the coalition government’s two-year performance, the Chief Minister said it had simultaneously pursued welfare, development and good governance initiatives.
He highlighted the recruitment of nearly 16,000 teachers through the DSC process and said the government had fulfilled its promise of issuing a Job Calendar.
Alleging that opposition parties were spreading misinformation despite the government’s achievements, Naidu said investigations had uncovered large-scale land record manipulations involving transactions worth around ₹1,500 crore.
The Chief Minister also announced that the Sanjeevani Digital Health Records Programme will be implemented statewide before August 15 and that electric APSRTC buses will soon be introduced across Andhra Pradesh.
He further said the Yogandhra programme, expected to involve one crore participants, will be held on June 21.
Naidu reiterated that the government’s long-term vision is to build a prosperous, healthy and happy Andhra Pradesh by 2047.
Later, the Chief Minister visited exhibition stalls showcasing cocoa-based chocolates, coconut and palm oil products, rice-husk products, vermicompost and value-added products derived from aquaculture waste, and appreciated entrepreneurs contributing to rural economic development.
State ministers Gottipati Ravi Kumar, Anagani Satya Prasad and Nimmala Rama Naidu were present on the occasion.
