Centre Sets Up Study Group to Boost Indian Film Industry, Issues Model Cinema Rules for States

New Delhi, June 29 (TNT): The Union Ministry of Information and Broadcasting on Monday announced two major initiatives aimed at strengthening India’s film industry and accelerating the expansion of cinema infrastructure across the country.

The decisions were taken at a high-level review meeting chaired by Union Information and Broadcasting Minister Ashwini Vaishnaw with senior ministry officials.

As part of the measures, the Ministry has constituted a high-level Study Group under the chairmanship of noted lyricist and CBFC Chairman Prasoon Joshi to examine opportunities and challenges facing the Indian film industry and recommend measures to enhance its global competitiveness.

The Study Group, comprising industry experts and technology partners, will examine the impact of emerging technologies such as Artificial Intelligence (AI) and virtual production on filmmaking and suggest ways to facilitate their adoption.

It will also study issues relating to institutional financing, alternative funding avenues for film production and distribution, and recommend policy measures for the long-term growth of the sector.

The panel will consult stakeholders across the country and submit its report to the Ministry within three months.

In another key decision, the Ministry has prepared Model State Cinema Regulations and circulated them to all State Governments for adoption to facilitate the growth of cinema infrastructure.

The Ministry said regulation of cinemas and theatres falls under the State List and varying rules across states for obtaining permissions have emerged as a major hurdle in expanding cinema infrastructure, particularly in small towns and rural areas.

The model regulations have been prepared after consultations with stakeholders and are intended to simplify procedures and promote the establishment of more cinema halls across the country. The Ministry has also offered to assist states in implementing the new framework.

The Ministry said the twin initiatives are aimed at creating a modern, globally competitive Indian film industry while promoting wider access to cinema infrastructure and encouraging innovation, investment and technological advancement in the sector.
