Telangana Govt Plans AI-Based Unified Card for Every Citizen
Hyderabad, May 28 (TNT): Telangana Chief Minister A. Revanth Reddy on Thursday directed officials to initiate immediate steps for creation of a multi-purpose Unified Card for every citizen in Telangana, integrating welfare benefits and government service records across departments through an AI-based governance platform.
Chairing a high-level review meeting along with IT and Industries Minister D. Sridhar Babu, the Chief Minister instructed officials to undertake a special drive for collection of individual and family-oriented data of all citizens in the State.
Senior officials, including Chief Secretary K. Ramakrishna Rao, attended the meeting where the government discussed plans to develop a one-stop digital profiling and welfare delivery system.
According to officials, the proposed Unified Card will contain details of welfare benefits availed by individuals across various government schemes and departments and function as an integrated citizen service platform.
Revanth Reddy said artificial intelligence (AI) should be fully utilised to eliminate duplication of benefits, reduce bureaucratic delays and minimise human interface in delivery of welfare services.
He said the AI-based profiling system would enable dynamic tracking of 360-degree beneficiary data and strengthen targeted welfare implementation while helping identify ineligible beneficiaries.
The Chief Minister directed that the Unified Card project should be implemented centrally through the IT Department instead of separate departmental systems and asked officials to utilise technologically skilled young officers for the initiative.
Officials said the Unified Card system would integrate data from departments and schemes including Aarogyasri, Chief Minister’s Relief Fund (CMRF), fee reimbursement, labour welfare and education.
The Chief Minister also asked officials to explore creation of a State-level unique identification number on the lines of Aadhaar, if required.
Data collected through the Socio-Economic, Education, Employment, Political and Caste (SEEEPC) Survey would also be integrated into the Unified Card database.
Revanth Reddy further directed officials to consider profiling contract and outsourcing employees working in government departments.
Explaining possible applications of the AI-based governance platform, the Chief Minister said systems such as death certificate issuance should automatically update pension databases like Cheyutha to prevent irregularities.
He also instructed officials to integrate comprehensive health profiles of citizens into the Unified Card system.
Referring to migration-related issues, the Chief Minister asked officials to study best practices adopted by states like Kerala in handling migration to Middle Eastern countries.
He said the platform should provide a centralised view of skill development, training programmes, passport issuance and visa-related data to reduce exploitation by unauthorised agents in the migration ecosystem.
The Unified Card system, he said, should ultimately function as an integrated governance platform to improve welfare delivery and public services for citizens across Telangana.
