Telangana: 13 States, central agencies join cybercrime coordination meet in Hyderabad

Hyderabad, Nov 3 (TNT): The Telangana Cyber Security Bureau (TGCSB), in coordination with the Indian Cyber Crime Coordination Centre (I4C) of the Union Ministry of Home Affairs, organised a regional cybercrime coordination meeting here on Tuesday, bringing together 45 officers from 13 States and representatives of 11 central agencies and institutions to strengthen joint action against organised cybercrime networks.

The Joint Cyber Crime Coordination Team (JCCT-IV), Hyderabad Region, held at the Telangana Integrated Command and Control Centre (TGiCCC) here, was attended by law enforcement officials from Telangana, Andhra Pradesh, Bihar, Delhi, Goa, Gujarat, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.

Representatives of I4C, CERT-In, NCRB, BPR&D, RBI, Enforcement Directorate, Department of Telecommunications, CBI, Intelligence Bureau, National Forensic Sciences University and Telangana’s Information Technology, Electronics and Communications Department also participated.

Telangana Director General of Police C V Anand inaugurated the meeting, while TGCSB Director and Principal Secretary to the Home Department Shikha Goel outlined the agenda. I4C CEO Rajesh Kumar presented an overview of the cybercrime situation in the country.

Anand said cybercrime complaints increased by 24 per cent across the country in 2024-25, while Telangana registered a three per cent decline.

Financial losses due to cybercrime also fell by 20 per cent in the State, compared with a four per cent decline nationally, he said.

He stressed the need to shift the focus from recovering money after cyber frauds to preventing crimes by disrupting the channels, phone numbers and bank accounts used by fraudsters.

Shikha Goel said cybercrime had evolved into an organised transnational network, requiring intelligence-based investigations, real-time information sharing and coordinated multi-State operations rather than isolated case-based investigations.

Rajesh Kumar said scam compounds were shifting from Southeast Asia to Africa, Sri Lanka and other countries.

He outlined proposed reforms, including a unified investigation platform, an RBI standard operating procedure to enable banks to stop suspicious transactions and nationwide operations against cybercrime infrastructure.

The meeting discussed cybercrime prevention, inter-State investigation challenges, coordination among law enforcement agencies, online crimes against women and children, artificial intelligence and its legal framework, and technology-based fraud detection.

Officials also deliberated on strengthening nodal officer networks, escalation mechanisms, the use of I4C platforms, preventive measures involving banks and telecom operators, action against mule bank accounts and joint operations against organised cybercrime networks.

The recommendations were consolidated for circulation among participating States and agencies for further action.

The Ministry of Home Affairs has established seven Joint Cyber Crime Coordination Teams across the country at Mewat, Jamtara, Ahmedabad, Hyderabad, Chandigarh, Visakhapatnam and Guwahati.

The TGCSB urged victims of financial cyber fraud to immediately call the national helpline 1930 or report complaints through www\.cybercrime.gov.in.
