Liquor Industry Urges Telangana Govt to Clear Rs 3,725-Cr Dues Before Implementing Discount Scheme
Hyderabad, June 12 (TNT): Three leading alcoholic beverage industry bodies have urged the Telangana Government to clear pending dues of ₹3,725.73 crore before enforcing a new early-payment discount mechanism for supplies made to the Telangana State Beverages Corporation Limited (TGBCL).
In a joint representation, the Brewers Association of India (BAI), the International Spirits and Wines Association of India (ISWAI) and the Confederation of Indian Alcoholic Beverage Companies (CIABC) said the state had begun implementing a payment system from June 1 under which payments for supplies are released within 15 days after deducting a cash discount of 2 to 2.75 per cent.
The associations said the move was being enforced even as payments for supplies made between December 2025 and April 2026 remained outstanding.
According to the industry bodies, payments have been cleared only up to the first week of December 2025, while dues amounting to ₹3,725.73 crore are yet to be settled.
The associations argued that although cash discount provisions are part of tender conditions, they are intended to be exercised at the request of suppliers and not by the buyer. They maintained that clearing recent dues while leaving older liabilities unpaid was contrary to accepted commercial and accounting practices.
The industry also expressed concern that continued prioritisation of current payments could result in older receivables remaining unpaid for extended periods, creating financial stress for companies and exposing them to accounting and audit-related issues.
Urging the government to release payments in chronological order, the associations called for immediate clearance of outstanding dues and requested that the discount mechanism not be implemented until pending liabilities are settled.
