AP: BJP Demands Action in Rs 500-Crore TDR Bonds Scam in Kakinada

Kakinada, Aug 21 (TNT): The Kakinada district unit of the BJP on Friday demanded immediate action against those allegedly involved in a Rs 500-crore Transferable Development Rights (TDR) bonds scam in the city, based on the recommendations of the Vigilance and Enforcement department.

BJP district president Bikkina Visweswerarao, AP Civil Supplies Corporation Director Yenimireddi Malakondaiah and senior party leader Duvvuru Subrahmanyam, addressing a press conference here, said the Vigilance and Enforcement report was submitted to the state government on April 20, 2026, but no action had been taken so far.

They alleged that the delay had raised doubts among the public and urged the government to act on the recommendations of the Vigilance and Enforcement department.

The BJP leaders alleged that the TDR bonds issue was among several major scams during the YSRCP regime between 2019 and 2024.

They claimed that TDR bonds worth around Rs 10,000 crore were issued across the state in violation of rules through alleged collusion between then local YSRCP MLAs and municipal and revenue officials.

Referring to the Kakinada case, they alleged that the Kakinada Municipal Corporation issued TDR bonds worth Rs 500 crore for the purchase of private land at the instance of the then local YSRCP MLA.

They claimed that port land was available on lease in Dummulapeta for construction of an electrical substation and solid and liquid waste management plants, but private land was instead acquired through TDR bonds.

The BJP leaders alleged that TDR bonds worth around Rs 50 crore per acre were issued for land valued at only Rs 2-3 crore per acre, involving a total amount of around Rs 500 crore.

They alleged that the then YSRCP MLA and officials of the municipal corporation and revenue departments benefited from the transaction.

The BJP leaders said they had lodged complaints through registered post with the then Chief Secretary, Chief of Vigilance and Enforcement, Anti-Corruption Bureau, Commissioner and Director of Municipal Administration, Director of Town and Country Planning and the Kakinada district Collector after learning about the alleged transaction.

They also said a BJP delegation had met then district Collector Krithika Shukla and submitted details of the alleged irregularities.

Despite the complaints, no action had been taken so far, they alleged, even though the Vigilance and Enforcement department had recommended action in its report submitted to the state government on April 20, 2026.

The BJP leaders demanded that criminal cases be registered against those responsible for the alleged Rs 500-crore TDR bonds scam.

They further demanded immediate de-notification of the land purchased through TDR bonds and recovery of the amount from the accused former MLA and officials, with the recovered amount being deposited in the municipal treasury.
