Telangana Conclave Resolves 65 MSME Delayed-Payment Cases Worth Rs 8.29 Crore

Hyderabad, Aug 21 (TNT): A total of 65 delayed-payment cases involving Rs 8.29 crore were taken up and resolved through conciliation, Online Dispute Resolution (ODR) and Samadhaan mechanisms at the Parishrama Adalat Conclave on MSE Delayed Payments and ODR held here on Friday.

The conclave was organised by the Commissionerate of Industries, Telangana government, in association with the MSME-DFO, Ministry of MSME, and the Federation of Telangana Chambers of Commerce and Industry (FTCCI) at Federation House, Red Hills.

All six MSE Facilitation Councils in Telangana — Ranga Reddy, Medchal-Malkajgiri, Yadadri Bhuvanagiri, Sangareddy, Hanumakonda and Karimnagar — participated in the conclave and took up pending applications through structured conciliation and other statutory mechanisms.

The cases included 10 cheque releases involving Rs 1.40 crore, 26 ODR cases involving Rs 0.89 crore and 29 Samadhaan cases involving Rs 6 crore.

Cheques and resolution orders were handed over during the programme, providing immediate outcomes for several micro and small enterprises and helping them unlock working capital, the organisers said.

The conclave brought together government institutions, Alternative Dispute Resolution institutions, MSE Facilitation Councils, TReDS platforms, financial institutions and industry representatives to discuss mechanisms for faster resolution of delayed-payment disputes.

The initiative focused on structured conciliation and technology-enabled dispute resolution to help MSEs recover legitimate dues while reducing the time and cost involved in disputes and preserving commercial relationships wherever possible.

Eight entrepreneurs who benefited from structured conciliation and timely intervention shared their experiences. An “ODR Success Stories” publication was also released and an ODR awareness and success video was screened.

Ankita Pandey, Director, RAMP, Ministry of MSME, who attended the programme as Chief Guest, highlighted the Centre’s efforts to strengthen the MSME ecosystem under the RAMP programme and the role of ODR in providing faster, transparent and cost-effective resolution of delayed-payment disputes.

J Nikhil Chakravarthi, IAS, Commissioner of Industries, Telangana, underlined the state government’s commitment to improving ease of doing business for MSEs and said structured conciliation was an important instrument for addressing payment-related grievances.

C S S Rao, Joint Director and HoO, MSME-DFO, Hyderabad, stressed the support available to MSMEs through the Ministry of MSME and the importance of awareness and timely filing of delayed-payment claims.

A J Jawad, CEO and Registrar, IAMC, Hyderabad, highlighted the role of mediation, arbitration and ODR in reducing the time and transaction costs associated with dispute resolution.

FTCCI Vice President Vinod Kumar Agarwal urged MSMEs to make full use of technology-enabled dispute resolution platforms to pursue delayed payments and reduce the time spent on payment-related disputes.

The conclave also witnessed the signing of Memoranda of Understanding with the Pension Fund Regulatory and Development Authority (PFRDA) and TReDS partners M1 Exchange, RXIL and KredX.

The partnerships are aimed at strengthening outreach and awareness among enterprises about formal financial and payment mechanisms and enhancing institutional support available to the MSE ecosystem.

The organisers said the conclave demonstrated the potential of bringing government facilitation, statutory delayed-payment mechanisms, conciliation, digital dispute resolution, financial institutions and industry onto a common platform.

The initiative aims to enable MSEs to recover legitimate dues faster, protect working capital and reduce the time and cost associated with disputes, while preserving commercial relationships wherever possible.
