Landowners allege violation of Telangana’s HC order in NH-65 road work in Sangareddy Dist.
Hyderabad, July 3 (TNT): The owners of land in Survey Nos. 849 and 850 at Patancheru in Sangareddy district on Friday alleged that road construction and demolition activities were being carried out on their property in violation of an interim order of the Telangana High Court protecting their possession of the land.
Addressing a press conference here, M.L. Agarwal and CI Print Pvt. Ltd. claimed they are the lawful owners of the patta land, purchased in 1964, and have remained in possession of the property for over six decades.
The petitioners alleged that officials of the Roads and Buildings (R&B) Department had first attempted to enter the land in 2021, claiming it formed part of government property.
Following intervention by the High Court, a survey conducted by the Assistant Director of Survey and Land Records allegedly found that a substantial portion of the existing National Highway carriageway had encroached upon their private land.
They further claimed that the land had never been acquired by the National Highways authorities and that their petition seeking compensation remains pending before the court.
According to the petitioners, a notification issued under Section 3A of the National Highways Act on May 29, 2024 proposed acquisition of 0.5362 hectares in Survey No. 849 for the six-laning of NH-65 between Madinaguda and Sangareddy, but the acquisition proceedings were not completed within the prescribed time.
They alleged that on June 12 this year, the contractor, M/s Ram Kumar Projects Contractor (RKPC Ltd.), along with R&B officials, entered the property and demolished barricades using heavy machinery without completing the acquisition process.
The petitioners said they approached the Telangana High Court, which, in an order dated June 15, 2026, directed the National Highways authorities, R&B officials, district administration and the contractor not to interfere with their possession without following due process of law.
They further alleged that despite the court’s directions, construction activity resumed on July 2, with heavy machinery continuing work through the night.
The petitioners claimed they repeatedly brought the High Court’s order to the notice of the officials and contractor, but the work continued.
Alleging wilful disobedience of the court’s directions, the landowners said they would file a contempt petition before the Telangana High Court.
The petitioners appealed to the authorities to immediately stop all work on the disputed land, comply with the High Court’s directions, conduct any survey only after due notice, and complete land acquisition proceedings in accordance with the law before undertaking construction.
They maintained that while they support infrastructure development, such projects must be implemented only through lawful acquisition and due process while respecting citizens’ constitutional and property rights.
