Telangana HC Upholds Ghose Commission, Stays Action on Its Findings in Kaleshwaram Case; Relief for KCR, Harish Rao

Hyderabad, Apr 22 (TNT) :The Telangana High Court on Wednesday stayed the report of the Justice P.C. Ghose Commission, which was constituted to probe alleged irregularities in the Kaleshwaram Project, granting relief to former Chief Minister and BRS Chief  K. Chandrashekar Rao (KCR) and former Minister and BRS Senior leader T. Harish Rao.

A division bench comprising Chief Justice Aparesh Kumar Singh and Justice G. M. Mohiuddin, however, held that the findings of the commission were prejudicial to the conduct and reputation of the petitioners and violated principles of natural justice and statutory safeguards.

However, the bench upheld the validity of the government order—G.O. Ms. No. 6 issued in March 2024—under which the commission was constituted.

The court directed that the inquiry findings would remain inoperative and that no action could be taken based on them.

The bench was hearing petitions filed by former Chief Minister and BRS Chief K. Chandrashekar Rao (KCR), former Minister and BRS Senior leader T. Harish Rao, senior IAS officer Smita Sabharwal, and former Chief Secretary Shailendra Kumar Joshi.

The matter was heard over nearly seven months, with detailed arguments presented by all parties before the court delivered its verdict.

The order extends relief to all petitioners, including Smita Sabharwal and S.K. Joshi.
