Centre Introduces Concessional Annual Local Pass for Toll Plaza Users from November 1

New Delhi, Oct 27 (TNT): The Centre has introduced a concessional annual Local Pass for eligible non-commercial vehicle owners residing within 20 km of National Highway fee plazas, with annual charges of Rs. 1,500 for plazas outside municipal or local town limits and Rs. 3,000 for those within these limits, effective November 1, 2026.

Under the new provision, residents with a valid and functional FASTag can opt for either the existing monthly pass or the concessional Local Pass to commute through a specific fee plaza.

The pass will be valid only for the designated plaza and cannot be transferred to other toll plazas.

The facility will not apply to National Highways and expressways where toll collection follows a closed user-fee system.

It will also not be available at plazas where a service road or alternative road is provided for commuters.

The Annual Local Pass will be available at eligible toll plazas from November 1 and through the Rajmargyatra App from December 1, 2026.

The amendment has been notified under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, in exercise of powers under the National Highways Act, 1956.

The Central Government may revise the rates annually, with any revision taking effect from April 1.

With more than 13 crore FASTags issued across the country, the initiative aims to make commuting more economical for eligible residents living near toll plazas and improve ease of travel.
