BRICS Parliamentary Forum Adopts Declaration Condemning Cross-Border Terrorism, Calls for UN Reforms

New Delhi, Oct 27 (TNT): The 12th BRICS Parliamentary Forum on Tuesday adopted a Joint Declaration condemning cross-border terrorism, terror financing and safe havens, while endorsing reform of the United Nations Security Council to ensure greater representation for the Global South.

The declaration reaffirmed the member nations’ commitment to the UN Charter, sovereign equality, mutual respect, non-interference in internal affairs and peaceful settlement of international disputes.

It called for zero tolerance towards terrorism and an end to double standards in combating the threat.

The declaration also endorsed priorities relating to Digital Public Infrastructure, ethical governance of Artificial Intelligence and climate action under the principle of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC), while expressing support for India’s BRICS chairship.

Delivering the valedictory address, Lok Sabha Speaker Om Birla said global challenges could be resolved through dialogue, peace and collective action rather than conflict.

Addressing parliamentary presiding officers and delegates from BRICS member and partner nations, Birla said the grouping’s strength lay in its shared commitment to human welfare, peace and prosperity despite differences in national circumstances and challenges.

He stressed the need to respect national sovereignty, settle international disputes peacefully and ensure equitable development opportunities.

Global peace, he said, should guarantee security, respect, justice and a better future, particularly for younger generations.

Birla said parliaments should function not only as law-making bodies but also as institutions of dialogue, consensus, accountability and public trust.

He called for legislatures to become more transparent, effective and citizen-centric.

On technology, he said Artificial Intelligence and digital tools could improve parliamentary functioning and deepen citizen participation, provided their use was guided by human values, ethics, transparency and accountability.

The Speaker said BRICS cooperation should benefit the wider international community and ensure adequate representation for the aspirations of the Global South in global decision-making.

He congratulated China, which will assume the BRICS chairship in 2027, and expressed confidence that cooperation among member nations would continue to strengthen.
