Hyderabad, Mar 29 (TNT): The Telangana Legislative Assembly on Sunday passed the Telangana Employees’ Responsibility and Parental Care Monitoring Bill, 2026, aimed at safeguarding the dignity and welfare of elderly parents.
The Bill, introduced by Social Welfare Minister Adluri Lakshman Kumar, provides a statutory framework defining the responsibilities of employees towards the care and maintenance of their parents.
The legislation mandates accountability in ensuring healthcare, housing and financial security for elderly parents, and includes provisions to address neglect through monitoring and enforcement mechanisms.
It also empowers parents to seek maintenance from their children and establishes a formal grievance redressal system to address complaints.
Speaking in the Assembly, Lakshman Kumar said the law was introduced under the guidance of Chief Minister A. Revanth Reddy, describing it as a necessary step in view of changing social dynamics and weakening family structures.
He said a dedicated monitoring mechanism would be set up to ensure effective implementation and timely intervention in cases of neglect.
The legislation draws inspiration from Assam’s PRANAM (Parents Responsibility and Norms for Accountability and Monitoring) Act, 2017, which provides for salary deductions ranging from 10 to 15 per cent in cases where employees neglect their parents.
Under the proposed framework, dependent parents can submit a written application to the district collector in case of neglect, following which the apportioned amount may be deducted from the employee’s salary and paid directly to them on a monthly basis by the appointing authority.
Describing the Bill as a milestone in social reform, the Minister said it aims to reinforce familial responsibility while ensuring dignity and security for senior citizens.
The government expressed confidence that the measure would strengthen family systems and address growing concerns over neglect of the elderly.
