Telangana Amends Building Rules, Eases TDR Norms for High-Rise Constructions

Hyderabad, Mar 22(TNT): The Telangana government has amended the Telangana Building Rules, 2012, easing norms for utilisation of Transferable Development Rights (TDR) and permitting additional floors in buildings to boost urban development.

The changes were notified through G.O. Ms. No. 95 issued by the Municipal Administration and Urban Development (MA&UD) Department on March 21, 2026.

Under the revised provisions, additional floors will be allowed in plots above 2,000 square metres based on road width.

Buildings abutting 40-foot roads can get up to three additional floors, those on 60-foot roads up to four floors, and those on 80-foot roads up to five floors, subject to TDR utilisation and compliance with fire and airport authority norms.

The amendments also prescribe mandatory TDR utilisation for high-rise buildings.

For buildings above 10 floors, 3 per cent of the built-up area above that level must be met through TDR, while for buildings exceeding 20 floors, the requirement has been fixed at 5 per cent.

Further, 50 per cent of the required TDR must be submitted at the time of granting permission, with the remaining 50 per cent to be furnished before issuance of the Occupancy Certificate.

The government has also clarified that high-rise buildings will be defined as structures with a height of 21 metres or more, excluding non-occupancy structures such as chimneys, cooling towers, lift machine rooms and water tanks.

The move is aimed at rationalising TDR provisions, enhancing flexibility in building regulations and facilitating planned urban growth.
