Kalugotla (Kurnool Dt.), Feb 6 (TNT): Andhra Pradesh Chief Minister N Chandrababu Naidu on Friday said the State government is committed to transforming Andhra Pradesh into a land-disputes-free State, announcing that Pattadar Passbooks bearing the official State Emblem and embedded with QR codes will be distributed to all eligible landowners by December 2027.
Addressing farmers after distributing Pattadar Passbooks under the Mee Bhoomi–Mee Hakku programme at Kalugotla village in Emmiganur constituency of Kurnool district, Naidu said the redesigned passbooks would ensure transparency and prevent tampering of land records.
He warned that any attempt to manipulate land data would invite stringent action, including detention under the PD Act.
The CM said land ownership is deeply linked to livelihood security and sentiment.
He asserted that the coalition government is focused on ensuring dispute-free land, adequate irrigation for every acre, and profitable agriculture.
Criticising the previous regime, he alleged misuse of public funds under the guise of re-survey and said over 80 per cent of public complaints received earlier were related to land issues.
The Chief Minister said the Land Titling Act was repealed immediately after the coalition government came to power and a robust system has now been put in place.
Each Pattadar Passbook will carry a unique number and QR code, enabling instant access to land details and maps through mobile phones, he said the draft passbooks were first issued to allow verification, with eKYC made mandatory to avoid errors.
As part of a pilot, passbook distribution has begun in 279 villages across the State. Currently, 1,16,870 draft passbooks are ready, with eKYC completed for 91,038.
In Kurnool district, 8,347 beneficiaries across 13 villages are receiving new passbooks, including 1,178 in Kalugotla village alone.
So far, 37.40 lakh Pattadar Passbooks have been prepared, of which 19 lakh have been distributed. The remaining 18.40 lakh will be issued by April. Surveys are planned in 9,500 villages, which will make another 60 lakh people eligible for new passbooks, the Chief Minister said.
Highlighting regional development, Mr. Naidu said Rayalaseema is being developed as a horticulture hub and assured completion of key irrigation and infrastructure projects, including Rajoli Banda, Guru Raghavendra and Vedavathi projects, besides the Gajuladinne project.
He also announced that a textile park approved by the Centre at Yemmiganur would provide employment to 2,000 weavers, and a bypass road costing ₹138 crore would be constructed.
Ministers Anagani Satya Prasad, Nimmala Ramanaidu, T.G. Bharat, public representatives and senior revenue officials were present.
