AP CM Directs Completion of Re-Survey 2.0, Pattadar Passbook Distribution by March 2027

Amaravati, Apr 8(TNT): Andhra Pradesh Chief Minister N. Chandrababu Naidu on Wednesday directed officials to complete Re-Survey 2.0 of lands and distribute 1.12 crore new Pattadar Passbooks by March 2027.

Reviewing the revenue department’s functioning, Naidu said land disputes had increased during the previous government in the name of re-survey and that the present administration was taking corrective steps to resolve them.

He said surveys have so far been completed in 6,976 villages, with 22.79 lakh passbooks already distributed across 5,717 villages.

For the remaining 1,259 villages, around 9 lakh passbooks are to be distributed by July this year, he said, directing officials to ensure 100 per cent completion of re-survey and passbook distribution by March next year with fixed monthly targets.

The Chief Minister said between July and March, 80 lakh passbooks should be distributed while ensuring accuracy and transparency in the process.

In a major relief measure, Naidu announced the removal of 1.37 lakh acres of village service inam lands from the purview of Section 22-A.

He also said another 1 lakh acres of service inam lands would be freed and directed officials to bring in new legislation to facilitate the move.

The Chief Minister noted that although an ordinance on these lands was issued in 2019, it was not enacted into law by the previous government, causing hardship to several families.

He further announced that all houses allotted under government housing schemes prior to 2016 would be made eligible for registration, a move expected to benefit nearly 75 lakh poor families.

Beneficiaries holding pre-2016 pattas would be able to register, sell or transfer their properties through gift deeds, thereby converting them into legally recognised assets, he said.

Out of 13.59 lakh acres of freehold land in the state, 9.25 lakh acres belonging to eligible beneficiaries would soon be granted full ownership rights, the Chief Minister added.

Stressing the need for digitisation of land records, Naidu directed officials to send digital copies of land records directly to owners’ mobile phones and secure the records through blockchain technology after completion of Aadhaar-based KYC verification.

He said landowners would be able to lock their records through Aadhaar-based KYC so that no property transaction could take place without their knowledge.

Minister Anagani Satya Prasad, Chief Secretary G. Sai Prasad,  and other officials attended the meeting.
