BDL Hosts First Joint Vigilance Workshop for 16 Defence PSUs in Hyderabad

Hyderabad, Oct 9 (TNT): A two-day workshop on vigilance administration in Defence Public Sector Undertakings (DPSUs), organised by Bharat Dynamics Limited (BDL), began here on Friday , bringing together vigilance functionaries from all 16 Defence PSUs to strengthen preventive mechanisms and promote transparency and accountability.

The workshop is being organised s part of the Preventive Vigilance Campaign 2026 and provides a common platform for Chief Vigilance Officers and other officials to exchange best practices, discuss operational challenges and develop a collaborative approach to vigilance administration across the defence manufacturing sector, a defence release said here.

The workshop was inaugurated by D.V. Srinivas Rao, Director (Technical), BDL, in the presence of Commodore Sujay Kapoor (Retd.), Director (Production), BDL, Spurthi Reddy, Chief Vigilance Officer, BDL, and senior officials from the participating DPSUs.

A message from Dinesh Mahur, Additional Secretary and Chief Vigilance Officer, Department of Defence Production, Ministry of Defence, was read out at the inaugural session.

He outlined three priorities: strengthening preventive rather than merely punitive vigilance, distinguishing bona fide decisions taken in good faith from mala fide conduct, and integrating technology and data analytics into vigilance operations.

The message highlighted the importance of these measures in defence production, where complex procurement processes, vendor management, quality requirements, technological considerations and time-bound projects demand both operational efficiency and accountability.

Srinivas Rao said preventive vigilance should be treated as a management tool to improve governance and organisational performance.

He stressed that integrity in procurement, vendor management, quality control and project execution was integral to operational excellence in strategic manufacturing, and called on the participating organisations to translate shared experiences into practical improvements.

Spurthi Reddy described the workshop as an opportunity for Chintan and Manthan, or reflection and collective learning.

She said the initiative aimed to establish a continuing professional network through which vigilance officials could exchange practices, discuss cases, seek peer inputs and jointly address vulnerabilities in organisational systems.

The programme includes sessions on ethical institution-building, featuring the Tata Steel experience; fraud prevention, detection and investigation in the corporate sector, led by KPMG; and exchanges of best practices and challenges among vigilance units of the participating DPSUs.

The initiative seeks to strengthen institutional integrity and risk identification across the defence public-sector ecosystem by promoting peer learning, technology-enabled vigilance and early intervention to prevent irregularities.
