Telangana DGP reviews implementation of new criminal laws, directs units to improve performance

Hyderabad, Oct 8 (TNT): Telangana Director General of Police C V Anand on Thursday reviewed the implementation of the new criminal laws and crime investigation performance of police units and directed senior officers to improve case disposal, investigation quality and crime control.

Anand held a review meeting with Commissioners of Police, Superintendents of Police and other senior officers of identified units at the CID office here.

He stressed the need to improve disposal of cases under investigation and pending trials, conviction rates and overall investigation standards.

He said improving the performance of individual units was essential for enhancing Telangana’s national-level ranking.

Referring to the Eagle Force and Cyber Security Bureau, the DGP said periodic reviews and corrective measures had helped the two wings achieve significant results at the national level.

The meeting reviewed six key areas, including disposal of cases under investigation, tracking of sexual offences, disposal of pending trial cases, registration of FIRs at the scene of offence and effective use of e-Sakshya.

The DGP directed officers to make effective use of Zero FIR, time-bound investigation, online charge sheets, e-Sakshya, e-Summons, Nyaya Shruti and the Interoperable Criminal Justice System (ICJS).

The implementation of the new criminal laws is being assessed nationally on four parameters — administrative reforms, operational efficiency, ICT application and integration — carrying weightages of 20, 45, 25 and 10 per cent respectively.

Anand stressed the need to make greater use of data generated through the Crime and Criminal Tracking Network and Systems (CCTNS) to identify crime trends and formulate preventive measures.

He asked officers to focus on cybercrime, NDPS cases and criminal top lists to prevent repeat offences.

Officers also brought technical difficulties in implementing the new laws to his notice.

The DGP said specialised training would be organised wherever necessary to improve personnel’s understanding of the new laws and related technological systems.

Mulugu district ranked first in the state in implementation of the new criminal laws, followed by Jayashankar Bhupalpally and Ramagundam Commissionerate, particularly in e-Sakshya, completion of investigations within the prescribed 60- and 90-day periods and registration of Zero FIRs.

Anand directed Malkajgiri, Hyderabad, Nizamabad and Karimnagar Commissionerates to improve their performance. Mahabubnagar, GRP Secunderabad and Yadadri-Bhuvanagiri were identified among the units lagging in implementation.

Telangana currently has a score of 60.15 in the national-level assessment of implementation of the new criminal laws.

The DGP said there was scope to improve the state’s ranking by strengthening implementation of Zero FIR, online charge sheets, e-Sakshya, e-Summons and Nyaya Shruti.

He called for coordinated efforts to improve crime control, investigation standards and conviction rates and said a fresh video conference would be held shortly to review the progress of the units.

CID Director Charu Sinha, Hyderabad Police Commissioner V C Sajjanar, Cyberabad Police Commissioner Ramesh, IG Multi Zone-I Chandrashekar Reddy, CID DIG Parimala Hana Nutan and other senior officers attended the meeting.
